Agulhas has been appointed by the UK Foreign, Commonwealth and Development Office (FCDO) to lead the independent evaluation of Growth Gateway and Manufacturing Africa — two flagship trade and investment programmes  working with oupartners (Ecorys, EDI and Niras). 

Growth Gateway and Manufacturing Africa aim to promote investment and trade that contributes to poverty reduction and fosters more inclusive, prosperous, and stable economies in low- and middle-income countries. Growth Gateway aims to increase trade and investment across multiple regions and industries, while Manufacturing Africa aims to increase foreign direct investment (FDI) in the manufacturing sector in Africa. 

The evaluation will assess the extent to which these programmes have supported inclusive economic growth – including promoting green and gender-inclusive economic transformation – through mobilising investment, reforming policy environments and supporting private sector growth. 

We will examine the programmes’ contributions to expected results, including testing the strength of the evidence behind reported results. Using mixed methods and theory-based, realist approaches, we will analyse what works, for whom, and under what conditions. 

Building on Agulhas’ experience evaluating complex economic development, trade and investment initiatives, the evaluation aims to generate robust evidence and actionable recommendations to inform future UK support for jobs, investment and inclusive growth.
