The Office of the High Commissioner for Human Rights (OHCHR) is the leading UN entity on human rights, representing the world’s commitment to promoting and protecting the full range of human rights and freedoms set out in the Universal Declaration of Human Rights.

Agulhas undertook this assessment of OHCHR in cooperation with MOPAN, and launched in Geneva in May 2026, examining how the organisation is adapting to a world where human rights challenges are intensifying while resources across the UN system are coming under growing strain.

Like all MOPAN assessments, it was conducted through a rigorous, collaborative process to ensure that the findings rest on solid evidence and resonate with an organisation and its stakeholders. Key findings outline the challenges faced by OHCHR, areas of strength, and emerging priorities for the future.

The assessment offers a timely look at how OHCHR is navigating this period of change and what its evolving role could mean for the future of the UN human rights system.

Dr Marcus Cox led the assessment and is the principal author of the report. A team comprising Tania Bernath, Ekkehard Strauss, Theodora Yeung, Noelie Hounzanme, Logan Smith, Anita Kamwendo, Maya Forté, and Dr Anne Hammerstad also supported the assessment and contributed to the final report.
