Evaluation of non-official development assistance (non-ODA) FCDO growth programmes
Agulhas, working with our partner Ecorys, was appointed by the UK Foreign, Commonwealth and Development Office (FCDO) to lead the independent evaluation of its non-ODA growth programme portfolio – which includes the Growth Opportunities Fund (GOF), the Regulatory Diplomacy Programme (RegDip), and the Economic Partnerships Fund (EPF).
These funds aim to advance the UK’s Growth Mission by shaping global regulatory environments, building strategic partnerships, and facilitating trade and investment. The evaluation followed a theory-based, utilisation-focused, mixed-methods approach, focusing on learning. Its primary purpose was to synthesise lessons from across the portfolio and generate actionable insights and practical recommendations for future programming. We also provided inputs into the future MEL framework for the next phase of non-ODA programming.
The evaluation report was finalised in August 2026 and the team are supporting FCDO with a series of communication and dissemination activities (e.g., learning workshops) to share findings and support wider learning across FCDO and the Department for Business and Trade (DBT) in September and October 2026.
