Mid-Term Review (MTR) of Unitaid’s 2023-2027 Strategy

Agulhas was commissioned to conduct an independent, mixed-methods mid-term review of Unitaid’s 2023–2027 Strategy. The project examined progress to date, assessed the strategy’s continued relevance in a shifting global health landscape, and generated actionable recommendations to strengthen delivery in the remaining period.

The review drew on document review, stakeholder consultations, and portfolio analysis. The review assessed the effectiveness of strategic and operational objectives and initiatives, organisational positioning, and progress towards key areas including partnerships, risk management and country-level engagement.
Our findings were presented at Unitaid’s 48th Executive Board Meeting in Tokyo in December 2025. Read our Summary Report and supporting Technical Annex. Unitaid Secretariat Management Response to the mid-term review can be found here.

The Agulhas team consisted of Nigel Thornton, Emma Back, Alex Kong, Ted Bianco, and Emmanuelle Strub. The project was managed by Theodora Yeung and supported by Alejandra de Juan Perez.
