Agulhas worked with a UK cross-government fund to regularly deliver blended online and face-to-face courses over a multi-year partnership, between 2021 and 2026. Learners were leaders, programme managers, and associated HMG staff, responsible for managing complex international projects responding to high threat, high risk, and changing contexts. We delivered an integrated learning solution that enabled confident, capable and properly equipped programme delivery staff across many geographies.

The training methodology utilised scenario-based and experiential learning based on the ‘3 Es’ of Encounter, Explore and Experience, to deliver an integrated learning solution. The approach focused on the ‘how’ learners enact change in their behaviour and role. Participants first ‘Encountered’ core concepts via an online learning platform (LMS), then ‘Explored’ these in depth, through facilitated face-to-face learning, which encourages peer-to-peer learning and knowledge sharing while covering a wide range of UKISF priorities and methodological tools. Participants then ‘Experienced’ the course with immersive, scenario-based tasks, in which learners utilised the new tools learned, and build targeted capabilities through a fictitious country context and solving real-world challenges. Participants highly appreciated the immersive, scenario-based learning approach, working through a series of tasks and solving close-to-real-world challenges within a fictitious but realistic context, utilising new tools and building targeted capabilities. With over 950 personnel trained across more than 15 countries, the programme has succeeded in achieving a key learning objective: the ongoing reinforcement and mutual support of a community of practice.
