Agulhas completed the Mid-Term Review (MTR) of the U4 Anti-Corruption Resource Centre’s 2022-2026 Strategy, to assess U4 at Chr. Michelsen Institute’s progress in meeting its four strategic goals; increasing impact on the ground; fostering a global anti-corruption approach; addressing corruption complexities; and elevating anti-corruption on the global agenda. Commissioned by U4, this review was designed for internal use by U4 and its partner organisations to evaluate whether they are on track with their objectives and to identify any necessary mid-course adjustments. Additionally, the MTR sought to understand external and internal factors that may influence U4’s effectiveness and propose recommendations for improvements.
To support this goal, Agulhas conducted a comprehensive evaluation through an organisational review, to assess U4’s governance and management structures, as well as a performance assessment to evaluate progress against U4’s strategic targets. The methodology integrated qualitative and quantitative methods, including internal and external stakeholder feedback through surveys, interviews and focus groups, and a review of internal documents such as annual reports.
The review’s findings and recommendations were presented to U4 and its Steering Committee in November 2024 and helped U4 refine its strategic direction, optimising internal processes and resourcing, and enhance its impact on anti-corruption efforts.
