Synthesis report for DFID Global Development Effectiveness Division which synthesised available studies on the development of the international aid. The paper described the elements of a vision that emerge from existing DFID policies and practices, as well as the results of interviews conducted with senior staff, and made recommendations for achieving increased policy coherence across the organisation.
