Review of DFID’s approach to managing fiduciary risk in conflict-affected environments
Agulhas supported ICAI in assessing how well the Department for International Development (DFID) manages fiduciary risk in its most challenging operating environments.
Country case studies: the Democratic Republic of Congo (DRC), Somalia, South Sudan, Syria and Yemen.
The methodology for this assessment included:
- A review of DFID’s systems in place for managing fiduciary risk, including controls, processes, tools and resources. We explored DFID’s objectives and how well its systems and processes deliver on those objectives,
- A light, desk-based assessment of the treatment of fiduciary risk in ten selected fragile states,
- Five country case studies that explored the interaction between contextual analysis, portfolio planning, choice of delivery partners, programme design and monitoring arrangements.
