In this review, the ICAI/Agulhas team looked at whether DFID influences and shapes its supplier market in order to improve value for money over time.

Over the past two years, DFID has been developing a more comprehensive approach to its supplier market, with a view to securing additional value for the taxpayer beyond that offered by individual procurements. It has identified aspects of its procurement that might restrict competition and diversity, and has begun to develop initiatives to address them. Many of these remain at a relatively early stage of development and will need to be tested and refined, but DFID’s more ambitious approach and the learning that has gone into it reflects a positive direction of travel.
