Mansoor is a senior development professional with over twenty years of experience designing and delivering governance, conflict prevention, humanitarian and stabilisation
programming around the world. He has an established record of leading negotiations, managing complex political relationships, and serving the needs of client governments,
international organisations, and NGOs on their humanitarian, stabilisation and long-term development priorities.

Mansoor has successfully directed multi-million-pound initiatives across the Middle East, Africa, and Asia, securing and managing strategic partnerships with key stakeholders, including the UN, FCDO, and USAID. Renowned for his ability to navigate sensitive political landscapes and influence policy at the highest levels, Mansoor consistently delivers strategic solutions in volatile environments.


Key work skills

Mansoor is an experienced lead on project delivery, business development, staff mentoring, strategic planning, external outreach, donor relations, partnership building and strategic collaborations.

He also has extensive experience delivering PEA’s in a variety of contexts most notably in Fragile and Conflict Affected States (FCAS) such as Moldova (2022), Mozambique (2022), Kenya (2023), Myanmar (2023) and the Occupied Palestinian Territories (OPTs 2024).

Mansoor also has experience and knowledge of the international human rights architecture, having delivered Rule of Law and human rights programming and assessments around the world. Mansoor is based in the UK and speaks multiple languages including English, Urdu/Hindi, Arabic, Punjabi, and German.

Other interests

Living close to the Brecon Beacons, Mansoor spends a lot of time walking and cycling there, as well managing his garden and playing all sorts of games and sports, from hockey to boxing, with his four children.
