Agulhas evaluating Tanzania’s sustainable growth and investment partnerships

Agulhas is delighted to have recently begun an evaluation of the British High Commission in Tanzania’s work on sustainable growth and investment partnerships.

We will be evaluating the UK government’s ‘whole of government partnerships’ approach to development in Tanzania, including partnerships across the UK government and with the Tanzanian government and private sector. The evaluation will cover the full range of levers available to the UK, including development funding, commercial and trading relationships, policy and diplomatic engagement, and UK loan and financing facilities and expertise.

The purpose of the evaluation is to identify opportunities to help strengthen the UK’s approach to sustainable growth and investment in Tanzania and more effectively plan, implement, monitor and evaluate the ‘whole of government partnerships’ approach to development. We will also help FCDO develop methods to evaluate ‘whole of government partnerships’ approaches more widely.

Our evaluation approach will be comprehensive, rigorous and participatory. We are conducting a process evaluation and theory-based design, applying outcome harvesting, and evaluation questions cover effectiveness, coherence, and learning, as well as cross-cutting objectives.

The evaluation will take place over 6-8 months, including consultations in Tanzania, and culminate in an evaluation report and tailored knowledge and learning products and dissemination activities.

We have a highly experienced team of experts, including the Team Leader (Johanna Polvi), Project Director (Liz Turner), and Senior Analyst (Olivia McConnell) and other key experts (Agatha Nderitu, Kevin Kalegeya, Gordon Freer and Tim Sparkman) to lead the evaluation, and are also partnering with The Canopy Lab, a small consultancy focused on the application of systems thinking, providing strategic consulting, research and evaluations.
