Saagarika is an independent expert in third-party monitoring, programme delivery, policy evaluation, and strategy development across fragile and conflict-affected settings. With over 15 years of experience working in Africa, the Middle East, and South Asia, she has led high-profile assignments for the FCDO, World Bank, UN, and USAID. Her expertise spans countering violent extremism, climate resilience, migration and reintegration, and gender equality and social inclusion (GESI).

Saagarika has designed and delivered multi-country third party monitoring and fund evaluation assignments, including assessments of return and reintegration strategies in Syria, durable solutions in Somalia, and climate adaptation programmes in Eastern and Southern Africa. She brings experience in applying GESI frameworks to both field-based interventions and strategic reviews—most notably through her work on the Equity Index and inclusive programming for IOM, UNICEF, and Save the Children.

In addition to leading programme implementation, Saagarika has conducted policy reviews and strategy development for international organisations and governments, helping translate complex research into actionable insights. She developed IOM’s global reintegration indicators, advised on climate action strategies for the World Bank, and supported CVE and youth resilience programmes in Syria and Nigeria. Saagarika holds an MPhil in South Asian Studies from the University of Oxford.
