The International Development Committee today hears from the Independent Commission for Aid Impact (ICAI) and the Department for International Development (DFID) on ICAI’s Annual Report 2015-16.

The session will look at how well has ICAI transitioned to Phase II and how it has changed its reviews to ensure UK aid is spent effectively. The session will also examine how well DFID is working with ICAI and how it has responded to ICAI’s recommendations.

Dr Alison Evans, ICAI’s Chief Commissioner, will be supported by Dr Marcus Cox, Agulhas’ Director and lead contractor.

The 2005 Paris Declaration on Aid Effectiveness shaped the language of global partnership for a generation. But while Paris helped improve technical coordination to deliver ODA, it did not fundamentally shift power. Recent cuts from donor countries prove that aid is never, was never, truly guaranteed. What matters now is whether global health actors use this moment to do what Paris couldn’t: truly dismantle dependency.
