The International Development Committee (IDC) heard from the Independent Commission for Aid Impact (ICAI) and the Department for International Development (DFID) on two recently published ICAI reviews: the review of the Global Challenges Research Fund and the review of the Prosperity Fund.

The 2005 Paris Declaration on Aid Effectiveness shaped the language of global partnership for a generation. But while Paris helped improve technical coordination to deliver ODA, it did not fundamentally shift power. Recent cuts from donor countries prove that aid is never, was never, truly guaranteed. What matters now is whether global health actors use this moment to do what Paris couldn’t: truly dismantle dependency.
