Paul is an Agulhas Fellow. He works on evaluations and provides support for policy makers. Paul has 30 years’ experience across government, NGOs, and the private sector, as well as development and research.
From 1997 to 2010 he worked for DFID, including leading on the debt relief initiative, and heading departments responsible for Nigeria, and Latin America and the Caribbean. He was the first Head of the Central Research Department, pulling together research across agriculture, health, social science and engineering, and introducing professional research staff.
He was Head of Aid, and then Policy and Campaigns Director for Christian Aid in the 1990s, during which he led a two-year joint reflection on long-term strategy for Christian Aid and its German and Dutch counterparts. He is currently a Board member of Christian Aid, and has been a Board member of CAFOD and a staff member of the Catholic Institute for International Relations.
He has a particular interest in how the private sector can play an effective role in development. He led Christian Aid’s first campaigns on supermarket supply chains, and most recently was the Policy and Programmes Director of the fair trade company and NGO, Traidcraft. He chairs the Board of the Fair Trade Advocacy Office in Brussels.
