Agulhas’ work with ICAI
Agulhas has supported the UK’s independent watchdog, the Independent Commission for Aid Impact (ICAI), since its establishment in 2011. We have gained a reputation for producing high-quality, high-impact reports. Our work with ICAI has helped shape the evolution of UK development assistance at the highest level.
Since 2015, Agulhas has led the consortium delivering strategic and portfolio reviews and evaluations. We have delivered over 80 reviews and evaluations of different aspects of UK aid, covering a wide range of sectors, themes and geographies, as highlighted below.
By sector and thematic area covering democracy, governance and human rights; conflict, crises and humanitarian responses; migration and refugee movements; climate change and environment; justice, equity, diversity and inclusion including women and girls; economic development and livelihoods; and health and education. A range of reviews have also covered the quality and value for money of UK aid delivery, including topics such as aid transparency, safeguarding, procurement, fraud and learning.
By geography covering countries in East Africa, Central and Southern Africa, West Africa, Middle East and North Africa, Indo-Pacific, Americas and Overseas Territories, and Europe. In addition to thematic reviews covering more than one country, we have conducted country portfolio reviews (Ukraine, Afghanistan, India and Ghana).
By funding channel and partner, for example, International Climate Finance, British Investment International, Blue Planet Fund, the Global Fund, the World Bank, the African Development Bank, GAVI, the UK’s Prosperity Fund, the UK’s Conflict, Stability and Security Fund, the United Nation, the European Union, and the Asian Development Bank.
By research portfolio including global health research, agricultural research, the Newton Fund, and the Global Challenges Research Fund.

Over the course of our ICAI work, we have sourced more than 200 experts and nearly 100 independent peer reviewers. All ICAI reports are required to be engaging and accessible, without sacrificing technical depth. We pride ourselves that our written work is among the best in the development sector.
