Conflict and Crises
We established the Conflict, Crises and Global Challenge (CRUNCH) Hub to provide a strategic perspective on the complex and interlocking challenges involved in responding to conflict, humanitarian and other global crises. Our CRUNCH Hub is led by Dr Marcus Cox who has more than 20 years’ experience with promoting new forms of international cooperation on knotty global challenges.
Our thematic expertise
Migration & displacement

Our recent work on migration and forced displacement includes MOPAN assessments of the International Organization for Migration and the United Nations High Commissioner for Refugees (UNHCR), a study for UN Women on gendered realities in displacement among Syrian refugee women in Jordan, Lebanon and Iraq, and a study on the interaction between climate change, labour markets and migration in the IGAD region.
Conflict and fragility
Agulhas has deep knowledge of working with partners on peacebuilding, conflict and post-conflict reconstruction. This includes experience of evaluating conflict and fragility programming and designing robust accountability mechanisms for clients engaged in this area. Recent work includes ICAI reviews of UK’s support to Ukraine and Afghanistan, and the UK’s approach to peacebuilding. Agulhas has reviewed the UK’s implementation of the Women, Peace and Security agenda in Nigeria, Afghanistan, Colombia and Ukraine and analysed the gendered impacts of conflict and crises as part of the African Development Bank & UNECA Gender Index.
Economic development and inclusion
Agulhas has extensive experience in research and reviews which support the understanding of interconnected nature of financial flows, trade, labour, migration and economic development. Agulhas’ recent work has including reviews of the interaction between climate change and labour markets for the International Labour Organization (ILO) and the Intergovernmental Authority on Development (IGAD), financial inclusion of refugees in Jordan, and updated monitoring frameworks and reports for the Addis Tax Initiative in support of GIZ.
Humanitarian effectiveness
Agulhas is committed to strengthening multilateral cooperation on global crisis. We have undertaken organisational assessments for the Multilateral Organisation Performance Assessment Network (MOPAN) of several multilateral agencies, including UNOCHA, UNHCR, IOM and WFP. We have also drafted analyses on the challenges of multilateralism in a turbulent global context, for The Elders, and in implementing the international humanitarian reform agenda, for MOPAN. Our approach has a strong emphasis on political economy analysis (PEA) and understanding complex institutional dynamics.
Global health emergencies
Agulhas has deep experience in evaluating responses to global health threats, providing assistance and advice to those working to improve and support health infrastructure. We have recently performed MOPAN’s assessment of the World Health Organization (WHO), completed multiple reviews for the Independent Commission for Aid Impact (ICAI) on the UK’s aid response to COVID-19 and a learning partnership with Bill and Melinda Gates Foundation (BMGF).
