Agulhas has been a service provider for the Multilateral Organisations Performance Assessment Network (MOPAN), which conducts a rolling series of organisational assessments of multilateral organisations on behalf of a group of funders, since 2020.

We have undertaken MOPAN assessments of a number of  multilateral organisations and United Nations bodies, Including the International Office for Migration (IOM), the Office of the United Nations High Commissioner for Refugees (UNHCR), the World Health Organisation (WHO), the United Nations Office for the Coordination of Humanitarian Affairs (OCHA), and the World Food Programme (WFP).

MOPAN reports provide a diagnostic assessment and snapshot of an organisation, telling the story of its performance within its mandate and providing lessons for future work.

The assessments are conducted through a rigorous process and a collaborative approach, integrating the perspectives of a wide range of stakeholders. This approach provides multilateral organisations and Network members with a robust assessment of organisational strengths and areas where there is scope to improve organisational performance.

We also delivered a high profile analytical study for MOPAN in 2022 on Lessons in Multilateral Effectiveness: Rethinking Effective Humanitarian Organisations, which untangled some of the obstacles to humanitarian organisations delivering on good humanitarian practice and the humanitarian reform agenda.
