With half of the world’s poor expected to live in fragile states by 2030, scaling up development efforts in these countries will be vital to tackling the Global Goal of ending extreme poverty. Yet these are often the most challenging environments to operate in, where weak institutions, political instability and resource conflicts create exceptional challenges for effective development assistance.

Donors and international agencies have developed strategies to enhance human security, while building upon available state capacity, but the coordination of responses to humanitarian crises remains a challenge. Mass displacement is a far-too-common aspect of modern violent conflicts, adding urgency and complexity to the humanitarian response.

Agulhas advises donors and international agencies on effective aid delivery in difficult environments. We support state- and institution-building in conflict-affected countries. We advise on human rights protection strategies, and responses to land and resource conflicts. We advise on disaster preparedness and response, including effective information systems.
