External Evaluation of ODI’s Budget Strengthening Initiative 2010 – 2015

Agulhas Director Marcus Cox led the final evaluation of ODI’s Budget Strengthening Initiative, an innovative approach to capacity building on economic governance in fragile states, using the Problem-Driven Iterative Adaptation (PDIA) approach. The evaluation consisted of two main elements. First, it independently verified BSI’s own reported results, including the quality of its advisory work and the extent to which it has delivered significant institutional change. Second, it tested key assumptions underlying the theory of change and BSI’s claim to offer an innovative and effective approach to supporting budget reforms in fragile states. Overall the evaluation found that BSI represented an innovative approach to technical assistance that addresses many of the shortcomings of conventional approaches and that has proved well suited to promoting budget reforms in fragile states.
